[[Confedus]], especially [[Tetuanis]], took advantage of this and has turned Obaurn into the largest penal colony in the subsector. The ogryns are used as the only guards of the world, while the actual Imperial staff and governor observe from orbit. While the ogryns can easily be outsmarted, the world is kept in line by the constant threat of food shipments stopping to come in, landing at the only non-ogryn staffed location on the world, the Central Processing Station. Food is distributed from here by the ogryns, and it is they who handle distribution to the prisoners. Any who try to steal the food become the receiving end of an ogryn sized shock maul, while the ogryns believe the Emperor himself ordered proper distribution of the food. This system mostly gives food to the prisoners, though the occasional cell block starves when one of the cell wardens forgets to count that high-this an acceptable tradeoff for the governor and his staff, as in their eyes these prisoners likely deserved it anyway. The bulk of Eternum's ogryn come from this world, chosen from the most loyal and intelligent (for ogryns) ogryn wardens. Penal regiments are rarely raised from Obaurn, instead prisoners learn to mine or simple workshop manufacturing with the most skilled being sold off to merchants or more specialized penal worlds. The ogryns of Obaurn and their tribes live in the same prison-wards the prisoners live in, only with more freedom and luxuries like stuffed shark-bears. Obaurnite ogryns recruited into guard auxiliaries are tough even by ogryn standards, as fighting prison riots and the random shivving toughened their hides and resolve even more.
