Overview
Named after the slight purple tinge that the soil possesses, Lilac is a frontier world that is nonetheless fairly well developed compared to other frontier worlds. Lilac was due for reclassification into a civilized world with a corresponding tithe increase were it not for the Administratum adepts, and more importantly, the Planetary Tithe and Status form 403B, having gone missing during their return journey to Caligula. Having no witnesses and no filed form 641D 'Expected Return Window for Planetary Survey', Lilac has remained a frontier world and will likely until the Administratum begins the slow and arduous process of sending another Adept Scribum to revisit Lilac. The people of Lilac have enjoyed this, and have used what would have been tithed to increase their own wealth, to the consternation of more loyal Imperials. No planetary governor also means no planetary defense force or central authority, and thus towns police themselves to varying degrees of effectiveness, but any real threat from Xenos or other enemies of the Imperium would leave Lilac helpless until reinforcements could be marshalled from Garlaw. The more criminally minded of Kalibras have pounced on Lilac, and its common to find cartel enforcers guarding shipments, or even whole towns being in the control of a cartel. Still, violent crime rate and quality of life for the average individual is significantly better than they would find on most Hive Worlds, so more new arrivals who spend their net worth, stowaway, or who have debt pledge to one of the cartels, arrive every year regardless of the danger of living on an unprotected planet.
