Overview
A busy penal world, Nubbees is a loosely regulated and exceedingly dangerous penal world, while the workload is low compared to other penal worlds, the hands-off approach by the guards and governor have created a dog-eat-dog society among the prisoners, and death is common with most new prisoners not surviving one year of their sentences. The guards and staff are stationed only at the star port and the palace, both elevated above the ground with everywhere else a lawless place with the only order being imposed by gangs or bands of rogues. Nubbees food is delivered to the star port, then thrown into the prisoner's ground and taken by the strongest gangs, with all other prisoners having to trade or scavenge for scraps. Nubbees has a thriving black market as a result, and even the less scrupulous guard will trade some rationbars for goods the prisoners can scavenge. Penal regiments are occasionally formed, with most prisoners jumping for the chance to at least occasionally get a meal before their death in the penal legions.
